N.C. public entities have more leeway for design-build, P3 contracts

Interest in public-private partnerships appears to be growing one year after North Carolina passed legislation to expand project-financing options. The law was intended to streamline the process for public entities that seek financing for such projects. It allows governmental agencies to condense a project into a single design-build contract.
