Some Californians angered by levee repair delays

Unhappy residents of Sacramento's Natomas basin will need to continue buying flood insurance and will not be permitted to engage in any construction until 2011 because levee repairs will take longer than expected. The delay was blamed on a 2006 federal policy change that says city levee changes need the approval of the U.S. Army Corps of Engineers and on the discovery that drainage canals may also need seepage protection.
