When's the last time you updated your HR manual?

It was about 30 years ago -- at a time when "enhancing" resumes was a somewhat encouraged and accepted practice -- when Orange County, Calif., last updated its HR manual. But as this author asks, why would you want to hire someone who doesn't value truthfulness and honesty? And if you do hire someone who has fudged their resume, what message does that send to your organization?
