NYC considers 10-cent fee for disposable bags

The New York City Council has introduced a bill to charge shoppers 10 cents for each plastic or paper bag used at a retailer. The bill would allow exceptions for restaurants, bags that prevent meat and produce contamination and pharmacy bags for medicine.
