Underfunding of pensions has teachers supplementing for retirement

All but seven states reported less funding for teachers' pensions between 2009 and 2012, and a growing number of educators are contributing to supplemental investment programs similar to 401(k)s. The federal pension system is underfunded by $390 billion, according to a 2012 report from the National Council on Teacher Quality.
