USDA to NYC: Food stamps can be used for soft drinks

The U.S. Department of Agriculture has blocked a New York City plan to forbid the use of food stamps to purchase sweetened drinks including soft drinks. City officials has proposed the two-year program as an anti-obesity effort, but a USDA official said determining which beverages could be purchased with food stamps and gauging the results of the experiment would be difficult.
