India's rupee at record low despite central bank support

India's currency fell past 65 rupees to the U.S. dollar to a record low as the Reserve Bank of India's initiatives proved ineffective in halting the decline. Derivatives-market transactions suggest offshore traders are betting against the rupee. Foreign investors have sold a net $1.3 billion of Indian corporate and government bonds this month.
