California 10th graders produce perplexing scores on state tests

Only 35% of high school sophomores taking the California Standards Tests scored at or above the proficient level in language arts, while just 6% passed the algebra section. Surprisingly, though, about 75% of the same students passed the math and language arts sections of the high school exit exam, a disparity state education officials attribute to differences in the exams' content and purpose.
