Mathews: NBCT demonstrates need for teacher-education changes

A top Maryland National Board Certified Teacher has succeeded in his attempt to correct a problem with the way his district counted his teacher certification credits, which enables him to keep his job and maintain his eligibility for pay increases. However, education columnist Jay Mathews writes that Jonathan Keiler's case is only one example of a flawed system that does not take into account the effectiveness of top teachers, and that the current way the quality of teachers is measured needs to be changed.
