Cash-strapped states are wary of high-speed rail costs

The federal money being handed out to high-speed rail projects nationwide comes with strings attached: States are expected to contribute 20% of project costs. That's a tall order today, when state budgets are being squeezed by the recession and the burden of crumbling road and bridge infrastructure. High-speed rail has become a campaign issue, as Republican candidates for governor in California, Ohio and Wisconsin have begun to criticize the costly programs.
