FDA: New rules could have detected egg problems:

New food-inspection procedures were put in place July 9, too late to prevent the salmonella outbreak and subsequent egg recall linked to two Iowa farms. The rules give the FDA and USDA responsibility for inspecting egg producers and require that farms test eggs and facilities for salmonella.
