New proxy rule would expand shareholder power

The Securities and Exchange Commission is set to approve a rule this week that will make it easier for shareholders to nominate candidates for boards of directors starting next year. The new "proxy access" rule could lead to changes at some large firms whose directors have faced criticism from shareholders over such issues as accounting and compensation, analysts say.
