Pa. legislature considers 2-cent fee for plastic bags

A bill to impose a 2-cent plastic-bag fee has been introduced in the Pennsylvania General Assembly, to encourage use of reusable shopping bags and reduce plastic bags in landfills and the ocean. Critics, including the National Federation of Independent Businesses of Pennsylvania, say the fee is a tax that would hurt consumers.
