New Orleans repeating history with levee mistakes

New Orleans is rebuilding its levees after the devastating floods from Hurricane Katrina, but some experts warn the city is doomed to repeat the past by making the same mistakes. Although the U.S. Army Corps of Engineers is finishing $14.8 billion in repairs, the levees are still rated as 100-year levees.
