Massachusetts issues anti-bullying guidelines for schools

Massachusetts is distributing a framework to the state's schools on how to craft anti-bullying policies. The 14-page plan is intended as a model to help schools develop their policies by the end of the year. The template advises schools on how to comply with the state's new law and offers suggestions on protecting those groups that are vulnerable to bullies, such as students with disabilities.
