Nokia takes a budget-based approach with its latest smartphone

Nokia has released a $145 smartphone, the Symbian-powered 5250, but it opted not to include 3G connectivity and GPS features to get the price that low on the touch-screen device. The phone does include access to social-networking sites, an FM radio and other music-related features.
