State loan programs for small businesses are running out of cash

Small-business loan programs in several states are running out of cash, putting another lifeline for small businesses in jeopardy. The programs, which often combine funds from private lending sources with state money, could be helped by a $1.5 billion provision in the small-business bill stymied in the Senate.
