California bill would allow "meddling" with BSC hiring

The California Senate is considering an Assembly bill that would bar building services contractors that take over existing contracts from making employment changes for two months, and then require job offers to those workers. Preventing BSCs from using their own employees doesn't make sense, this editorial argues. "The bill even would prevent [BSCs] from conducting background checks or interviews to determine if those holdover workers fit the company's job requirements."
