California approves bill to allow discounts for uninsured

The bill to allow low- and middle-income patients to get discounts from hospitals is opposed by the hospital industry as well as two state agencies, including one that says the move may result in lower Medicaid payments for California. The voluntary program, if signed in law by Gov. Arnold Schwarzenegger, would leave the amount of potential discounts up to each hospital.
