Report: Chemical firms among those to pay most under cap-and-trade

Chemical and food and beverage companies would be the hardest hit if businesses are required to pay to emit carbon, as is proposed under Congress' cap-and-trade program, according to a report. Chemical companies would pay more because of their relatively high emissions and energy-intensive manufacturing processes, and food and beverage companies would also pay more because of the higher energy use required for refrigeration.
