The campaign for a nontribal casino in Oregon will continue when the measure is put to voters in November. The ballot measure will expand legalizing gambling in the state by authorizing a private casino near Portland. According to lawyers for casino organizers, the state constitution does not need to be amended if voters approve the measure.
