Small-business owners are still unsure about effects of reform

Some small-business owners are taking a wait-and-see approach to health care in the wake of the new law, but many see it cutting into their bottom line. "To me this is a backward step in offering access to health care," said NFIB's Renee Baker. She notes that many small-business owners may choose to pay government fines rather than ponying up for expensive insurance options.
