U.S. cruise ports invest in improvements but lack ships

Several cruise ports in the U.S., including Norfolk, Va.'s Half Moon cruise terminal and the Port of Los Angeles, are investing millions on major improvements. But the ports will host the fewest number of cruise ships and passengers in years. The ports are striving to become players in the massive cruise industry, while foreign ports are emerging as magnets for cruise lines.
