Chinese offshore-wind project awaits key ruling from regulators

Shandong Luneng Group is awaiting a decision from China's State Oceanic Administration on an offshore-wind project in Jiangsu province that had received approval from the National Energy Administration in May 2010. Meanwhile, officials in the city of Dongtai are advancing plans to develop the area for aquaculture and tourism, which could conflict with the offshore-wind project. "Sea waters lie within the regulations of SOA, and NEA does not have the exclusive say on offshore wind-energy projects," said Fang Xijin, an official for Dongtai's Tideland and Fishery Bureau.
