Judge: N.Y. teacher evaluations give too much weight to test scores

A New York Supreme Court judge has ruled that a plan to evaluate teachers in New York is focused more heavily on students' test scores than the law allows. The evaluations, which were challenged by the state's teachers' union, were expected to be used for some teachers this year but now could be delayed. In his opinion, Justice Michael C. Lynch sided primarily with the union, and also found that the Board of Regents did not consult enough with teachers -- as required under the law -- before voting to overhaul the evaluations.
