Fla. city commission rejects mayor's leaf-blower proposal

The South Miami, Fla., City Commission has voted 3-2 to reject a proposal to restrict leaf-blower use by amending the noise ordinance. Mayor Phillip Stoddard had proposed limiting decibels and the length of time for noisy activity, based on an ordinance in Sacramento, Calif.
