EU looks for action proposals on Russia-Georgia conflict

European Union officials are looking to forge a united position on the Russia-Georgia conflict ahead of an emergency meeting Sept. 1, particularly on what -- if anything -- the EU can do about the situation. International diplomats have largely been united in the opinion that Russia acted wrongly but have been unable to find any actionable leverage to apply against Moscow.
