Pennsylvania proposes lease of landmark turnpike

Next month, the Pennsylvania legislature will vote on a $12.8 billion deal to lease the country's oldest turnpike to a consortium of private investors, which include global giant Citgroup and a Spanish toll-road operator. The 537-mile Pennsylvania Turnpike has fallen into disrepair, but voters might not approve of turning over its maintenance to private investors from outside the U.S.
