Justice Department launches review of Boston's ELL program

The Justice Department is reviewing whether Boston is providing adequate services to English-language learners. Documents submitted to the state by district officials show 42% of English-language learners were not receiving the instruction to which they were entitled, and that schools' programs were so crowded that some students were encouraged not to enroll.
