Federal application process needs help, critics say

Is the federal job candidate assessment system in need of repair? A new report cites a case in which a job applicant for a federal marine biologist job made it onto a qualified candidates list -- until it was discovered his experience came from watching the Discovery Channel. Among its recommendations, the Partnership for Public Service says better applicant questionnaires and structured interviews are needed.
