Wis. candidates cite "out-clauses" to exit rail deal

Could the Republican gubernatorial candidates in Wisconsin stop the state's high-speed rail program, as they promise to do? Both candidates claim that they would exercise an out-clause to release the state from its contract with the federal government -- although neither candidate has actually seen the document. About $823 million hangs in the balance.
