Consumer-protection rules are minor changes, blogger says

U.S. federal consumer-protection rules that took effect Tuesday won't really have much of an affect on many travelers, writes this blogger. Airlines will have to publicly list more fees, give checked-bag refunds for lost luggage, and increase payouts for passengers who are involuntarily denied boarding.
