Commentary: Updated EPA stormwater-runoff rules would spur greener communities

The use of rain gardens, green roofs and other types of green infrastructure is the most effective way to manage stormwater runoff, writes Becky Hammer, attorney for the Natural Resources Defense Council's Water Program. The NRDC is pushing for the Environmental Protection Agency to address stormwater-runoff issues in three U.S. regions, she writes, adding that updating clean-water regulations would help make cities more attractive and vibrant.
