Hardest Hit Fund enables demolitions in Ohio and Mich.

In an effort to keep housing values from being dragged down by vacant, blighted homes, the Treasury Department has approved Ohio's and Michigan's use of federal Hardest Hit Fund dollars -- originally earmarked to help keep homeowners up to date on payments -- to tear down vacant houses. Housing advocates decry the practice, saying the homes could be used as shelters for the homeless.
