Obama sidesteps Congress to enact environmental reforms

President Barack Obama is in the process of using the Environmental Protection Agency to sidestep Congress and implement climate and clean-energy reforms through regulations rather than legislation. That's likely to give rise to a glut of lawsuits from aggrieved business groups, but Obama will likely defend his environmental strategy as robustly as he has his health care reform effort. "This is the other side of the coin for his legacy," says Melinda Pierce, a deputy director at the Sierra Club.
