Oklahomans oppose city's water deal with Texas

The city of Hugo, Okla., brokered a deal with Irving, Texas, to sell 22 million gallons of water a day for an initial annual fee of $1.7 million. However, some state officials and residents oppose the water deal, and a moratorium on out-of-state water sales is in place until 2009. The city of Hugo is challenging the constitutionality of the moratorium.
