Kentucky considers equine drug-testing proposal

The Kentucky Horse Racing Commission this week held a second public hearing for its proposal to require out-of-competition horses in the state to be tested for illegal blood-doping agents, growth hormones and other drugs. One issue raised at the hearing deals with how responsibility for horses changes from one trainer to another.
