Hewlett-Packard has been criticized for its apparent strategy of managed retreat rather than aggressive expansion. However, writes Felix Salmon, there's plenty to be said for focusing on safe efficiency gains rather than on gambles that might not pay off. "It's not easy to excel in a shrinking business. ... But if you work with the cycle, rather than against it, it's still possible to get extremely impressive results," Salmon writes.
