Private Study Says Washington Students Struggle To Graduate

A third of public school students in the state do not receive a high school diploma, according to a study by the Manhattan Institute for Policy Research. The report also said a little more than half of black students and 47% of Hispanics graduated. An earlier state study, criticized as being "misleading", suggested 20% of students don't finish high school.
