FDIC industrial-bank moratorium crimping Utah's plans

Wal-Mart Stores' decision to jump into the banking industry sparked concerns among the banking community and lawmakers, which prompted the FDIC to put a hold on industrial-bank applications. The freeze also is hindering Utah's attempt to become a premier player in the effort by states to win business from industrial banks.
