Although some local engineers and politicians have criticized New Orleans' rebuilt levees, federal emergency officials insist that the city is protected against another major hurricane. "I think we're in good shape," said Don Powell, the Bush administration's coordinator of Gulf Coast rebuilding. "There's no question in my mind, we're ready."
