Critics charge New York City water plant costs too much

New York City continues to build a water filtration plant 10 stories below a Bronx driving range, but critics charge corruption as the price for the innovative project skyrockets. The cost has mushroomed to $2.8 billion from early estimates of $660 million. When completed in 2012, the plant will filter up to 300 million gallons of water a day, about 25% of the city's drinking water.
