Seattle tunnel bid comes in below estimates

The lowest bid to build a tunnel that will become part of Seattle's light rail system came in 12% below what government officials had estimated. If Sound Transit accepts the low bid of $153.5 million, the contract will cost $20 million less than expected. "Contractors are obviously hungry for work and trying to keep their crews working," noted King County Councilmember Larry Phillips.
