Ban urges Security Council to act for peace, not conflict

United Nations Secretary-General Ban Ki-moon says the UN Security Council "must use its authority for peace" in Syria, adding "the Syrian people deserve solutions, not silence." Meanwhile, the U.K. is preparing a draft Security Council resolution to authorize the use of force in Syria.
