Regulations on health insurance penalties are finalized by IRS

The Internal Revenue Service's final regulations on health insurance penalties, which will be published in the Federal Register on Friday, will require paperwork of 36 million people, officials estimate. Among the regulations: Union health plans, Medicaid and self-insured plans can all count as minimum essential coverage. Still undecided is whether employers can give employees cash to buy their own plans.
