Dave Sparby, senior vice president and group president of Xcel Energy, said the upgrading of the Monticello nuclear power plant in Minnesota made the plant safer and more reliable in a cost-effective way. The project "has faced complexities and ended up spending more than they predicted at the beginning. But in the end, the final cost provides great value for our customers and it was the right thing to do," said Laura McCarten, Xcel regional vice president. The state Public Utilities Commission will decide whether customers or Xcel's investors will pay for majority of the project costs.
