Constitution Day mandate puzzles some

A new provision written into the U.S. Education Department's budget last year requires schools and federal agencies to promulgate information about the Constitution annually on or as close as possible to its Sept. 17 anniversary. One observer questioning the need for the mandate points out that the historic document is already covered in social studies classes.
