HUD's Donovan says the White House will help struggling homeowners

Shaun Donovan, secretary of Housing and Urban Development, said the Obama administration is working on a refinancing effort to help struggling homeowners pay their mortgages and an emergency-loan program for those who are unemployed. "The July numbers were worse than we expected, worse than the general market expected, and we are concerned," Mr. Donovan said. "That's why we are taking additional steps to move forward."
