Small-business owners delay expansion as they await congressional action

Some small businesses are in a holding pattern as they wait and watch for Congress' next move on the small-business bill. Many owners are holding off on expansion until they see if the bill passes, which could mean better terms for loans. About 1,000 small businesses "have their bank papers all done and will be funded in the days -- moments -- after the bill passes," said Small Business Administration Administrator Karen Mills.
