The New Orleans area faces a significant flood risk, despite a $10 billion effort to rebuild the Mississippi River levee system following Hurricane Katrina, according to Army Corps of Engineers preliminary ratings obtained by The Times-Picayune. Congress ordered the rating system after Katrina struck New Orleans in 2005. A major hurricane or river flooding could top New Orleans-area hurricane levees on both the east and west banks, according to the Corps of Engineers' rankings report.
